Create a new map/spot.Lets call it Stadium. In stadium all people allow to pk each other ,duel or war.PKing is only allow in stadium.Stadium is like a battle ground having no mobs.If players feel bored they can go to stadium and have fun there.

I hope u will consider my idea.
